Rauner has been governor for 2 1/2 years. He has contributed to current state but his contributions are minuscule in comparison to Madigan's (or even Thompson, Edgar, Ryan, Blago and Quinn's). Illinois' problems are much older and deeper than that.

I used actual 2016 numbers
and Kansas produces .08 of the National GDP
and the lowest amount of productivity per population or working age citizen

Kansas produces less per person than every state but Vermont (which I also criticized)
States like Alaska have very low populations but actually have average production per citizen

According to your list Illinois is doing great too as they are not on it. At least many of the states were n this list are not going bankrupt like Illinois and soon to be followed by Cali.

It's the bottom producing states - NOT NECESSARILY - states about to go bankrupt

I was simply making a point that California is a very large producer
and because of that it will be almost impossible for it to go bankrupt
In fact last year California had a net surplus
