Honestly to me he is saying that hunting down and destroying terrorists should be a priority of the United States Government, you know the ones that control the military, secret service, FBI etc etc, it is after all their job.

That is not how I want to see it, that is just how I see it.
Maybe we should ask the writer of the article who claimed he told ordinary American citizens to hunt down Islamic terrorists . is that how they see it or want to see it?
And to go along with what my signature says, if people believe this man told ordinary American citizens to hunt down Islamic terrorists, even when nowhere in his comment did he say to. Then maybe they are the ones guilty of what my signature suggests.
