I believe the real story behind New Jersey is the beach fees were started for annual beach replenishment. With the exception of Wildwood the majority of the Jersey beaches erode, some significantly, each year.

I grew up going to the beaches OBX and Emerald Isle (80s-90s) and as an adult (00s) and I never remembered seeing lifeguards on any of the beaches we were at.
Wrong. I currently own a house on OBX and have gone to the OBX since I was a kid as well. There are lifeguards a plenty. Maybe not every block like other places, and not every beach (Pine Island and Carova come to mind), and not the entire year, but they are there during peak months and are clearly visible from one station to the next. Also many of the lifeguard stations on OBX have Quads so they are able to roam the beach between stations. I can remember plenty of times where all the boys/men in our group would rate the female lifeguards with our handwritten signs as they drove by on their Quads. I can also remember one time seeing a lifeguard get clotheslined by a volleyball net as he was speeding down the beach in his RV up by the dunes. Good times.

Not wrong on what I stated other than being off & not specific on some years in my initial post). Not including off peak times but just June-Aug 1-2 weeks a year:
-Late 70s-early 80's OBX (Don't remember if Nags Head, Kill Devil Hills, Kitty Hawk) Don't remember lifeguard stands, at least not anywhere near where we were at (oceanfront). I remember the mobile beach patrol pickups/quads. Maybe things have changed in 30-35 years.
-Mid 80's (around 84'-86') Emerald Isle (not as rough as OBX since south facing). Don't remember any stands. Do vaguely remember mobile patrol.
-87'-94 and then 04'-09' Duck (Ships Watch). Yes Barrier Island next door (huge 1-3 bedroom condo development) had a lifeguard stand (I assumed they were employed by Barrier Island, not the town of Duck). No lifeguard stand in front of Ships Watch, and the Barrier Island lifeguard never came down the beach to Shipswatch.
-11'-12' 1 summer Salvo, 1 summer Waves. Definitely no lifeguard stand within eyesight.

And never any markers, ropes, etc indicating where swimming was permitted..
