This hurricane response crap drives me up the wall.
It CAN'T be done properly. You never have enough lead time to pull the trigger on a large metropolitan area, because storm tracks almost never firm up until a day or so from landfall. We physically do not have the road infrastructure to get millions of people out of a southern city like Houston in two-three days. You might be able to do it in rust cities like Detroit because 3/4ths of their populations fled 20 years ago anyway
THEN you have our Federal government - which cannot do anything efficiently - which is going to screw up the aftermath, every time, period. FEMA has been a train wreck for decades and yet every time we have a disaster response, people are blaming the President. Don't blame the President - our government is bad at this stuff BY DESIGN and there isn't a damn thing Presidents can do about it. And conservatives are worse - because at least liberals already stand on the platform that the government should be able to wipe your ass for you. Conservatives bitching about disaster response because someone had to sit on their roof until the water went down are hypocrites.
After Katrina, FEMA was barring fire departments from entering the emergency zone in New Orleans until they had had mandatory training. They literally were talking to FDs about hazmat stuff and worse before they would let them enter. And that isn't the worst of it. FEMA adds new rules every year for disaster response, so it is getting worse, not better.
