He may not win in terms of dollar amount, but he probably wins in terms of getting governments to subsidize snake-oil solutions. Most of those companies you mentioned could survive without a lot of their defense contracts (though they'd have to downsize), but Tesla is pretty much single-handedly propped up by government subsidies.
And a lot of these companies do R&D, and there's the understanding that sometimes things won't work. Yet Elon Musk gets praised for innovations NASA pioneered decades ago (a reusable spacecraft! wow! Musk is a genius!)
And don't even get me started on that laughable hyperloop idea. But it's only a matter of time before Hyperloop company is also feeding at the government trough.
