Try raising the top the current 37% top rate to 90% and see what happens. And that doesn't include the double digit top state rates you have in a handful of states.

Let's cap athletic performances.
QBs must exit game at 200 yards passing and end season at 2000 yards.
RBs must exit game at 75 yards rushing and end season at 750 yards.
Basketball players must exit game once they score 15 points.
Baseball players must exit game after their second hit or one home run, whichever comes first.
Batters with a batting average over .300 will start all atbats with an 0 ball 2 strike count until it drops below .300.

I see a lot of triggered snowflake Right-wingers are here who are upset that liberal policies are creating great economies in states like Washington and California.

Oh and that bike lane project you are whining about? That was a total infrastructural overhaul - re doing sidewalks, underground utilities that needed replacing, rebuilding a decaying street, etc. Bike Lane itself was only a tenth of the project, at most

CA certainly does have a huge economy - and it is largely a great place to be unless you are a small business owner

But comparing any state in the US to the economies of sovereign countries is misleading, and is no more valid an argument than saying that CA is falling apart. CA's economic size in many respects is because it is tethered to the US. If CA had to compete with the other economies of the world as it's own country (as all the others do) it would not be anywhere near the top 10.

CA has no surplus when under funded pension liabilities are included...hell, we're billions in the red when under funded pension liabilities are taken into account...

I’ve made that position very clear in the past...

I also think the Patriot Act was horrible...and Bush was wrong going into Iraq...
