I'd be willing to bet most of them were for sanctions, disaster relief, barring the US from importing illegal items or working with a foreign company. Things like that and not a construction project. It's not meant to circumnavigate the appropriation duties of Congress when you don't get your way.

Actually my impression of Occasional is that she's fairly honest in a bright eyed sort of way (in spite of her assault on mathematics)
