I'd say implement a meaningful poll test and if somebody passes it let them vote regardless of age. Instead of an age requirement make it a knowledge requirement. So if you're 60 and can't pass the test you can't vote but if you're 15 and can pass the test you can vote.

Oh, I realize that it would never happen. But when you really think about it an honest poll test would be a better way of deciding upon whether or not someone is knowledgeable enough to vote than a minimum age is.
