Not only would less quality players be transferring down, because they could transfer lateral without having to sit out a year, but a ton of quality players could be transferring up. Kids who are all conference with a couple years eligibility left will be snatched up right and left.

This would be bad because of the trickle-down effect: it would probably put pressure on state HS associations to do the same, which could cause all sorts of recruiting shenanigans....

SuperHornet's Athletics Hall of Fame includes Jacksonville State kicker Ashley Martin, the first girl to score in a Division I football game. She kicked 3 PATs in a 2001 game for J-State.

I see this as no different from the “one and done” phenomenon in college hoops, where some of the best players jump to the NBA after one year. The libertarian in me says OK. Let’em play right away. I’m not sure there would be enough open slots on P5 teams to warrant a lot of transfer movement.

It might hurt FCS schools a little in that P5 schools might informally reach out to an exceptional FCS athlete and that there will be fewer FBS transfers as they give more consideration to other FBS schools but it's better and fairer for the student athlete.

4 year schollies aren’t guaranteed right? I could see at P5’s for guys who weren’t good enough to be 2 deep by their 2nd or 3rd year, having their scollies not renewed, and being replaced by transfers, and P5 signing classes with a couple doz HS + a double digit # of transfers in. That would mean a double digit # of transfers out, to other P5s, G5s, and some to I-AA. So the P5 would become even more Professional 5 than they are now. Not sure how it would shake out for the other levels.
Your top I-AA, that offer COA, could get All Conference players from lesser I-AA programs, esp ones that don’t offer COA.
Could end up being a shitshow.
