I had never actually looked at the detailed information the PA government was putting out there (see link)

From just a cursory review of it, it does beg the question why we are all on lockdown though. Of the 1597 deaths in PA at the time of the report, 990 were from nursing homes or personal care homes. That's almost 2/3 of all deaths are coming in nursing homes and similar facilities. Hospitals are operating with at least 50% capacity, often more like 60%-70% rooms available (so only using 30% to 40% right now, for all care, not just Covid). The shutdown was always to "flatten the curve", which at no times ever meant stopping people from being infected, rather, it was meant to make sure the hospital system wasn't overrun with patients. Clearly, that didn't happen in PA so it worked. Going forward, it does beg the question what are we doing? Nursing homes and similar places probably need to be isolated and barricaded really - it's not a surprise but most of the problems are there. But after that what's the point of staying locked down any further?

The two hardest hit facilities are nursing homes (as you mentioned) and food processing facilities. That's why Sussex County, Delaware has more cases than New Castle County, DE which has more than double the population. Sussex County has a bunch of retirees due to our tax-refugee haven status and oceanfront property and we also have Perdue, Mountaire, and Allen chicken processing plants that are getting wiped out with COVID. I wonder about those places - can't they do a better job with the face coverings? Can they move to respirators or even something lesser like the N95 masks? And obviously they should have gloves anyway - I would hope they've always had that. It still spreads via droplets from breathing or touching, so as long as you mitigate that you should be fine. My plant has pairs of operators work in close proximity during a shift (not always shoulder to shoulder by from time to time they do).
