Not sure of the seriousness behind it, but apparently its already been pushed back two years already so who knows if it will happen next year... or even the level of competitors it will bring.
Heres a map of how the race would go...
There would be two rest days... One in Indiana when they would fly to Colorado where they would do 4 mountain stages a time trial and a flat stage. Then they would have another rest day and fly to Nevada where they would ride towards San Francisco and the finish.

I remember setting up a lemonade stand during that race when it came through our town... four kids we raked in almost $200 selling it for 25 cents a cup... we were high on warheads, now & laters and laffy taffy for the next month. It was a cool race set up in our town as they did laps around the city so you'd get to see the bikers more than once.
Also, I know there is a National Cycling tour... they come through Athens every year for the "Twilight Criterium." Athens has the oldest version but I know they hold these races around the country. They pretty much shut down the streets in downtown Athens and hold an 80 km bike race at night on a 1km course around downtown. It's a really cool event to see and if they do one in your neck of the woods I'd recommend checking it out.

I keep hoping to make it over for the Boise Twilight Criterium sometime soon.
Charlotte has a pretty big crit every year, though I've never made it down for it. There's a good size race here in Winston-Salem this weekend. I hope to make it out if I'm not too drunk from playing golf in the morning.
