I thought most of the people on the NCS are already cabinet-level positions, and thus they do get confirmed? There are a few, NatSec among them, who aren't, but at the top level most seem to be ones requiring confirmation. I do take your point that at some level there are a bunch of unelected/unconfirmed folks who are steering policy decisions.

I an referring to the staff of the NatSec advisor when I say “NSC”... not the actual cabinet. The natsec staff is where policy is made - they control the entire process. They are huge and none are confirmed
I am fine in principle with a natsec advisor to the Pres and a small staff, but the position has morphed since the days of Truman. The natsec advisor now is essentially the secdef and secstate all rolled into one
