I thought most of the people on the NCS are already cabinet-level positions, and thus they do get confirmed? There are a few, NatSec among them, who aren't, but at the top level most seem to be ones requiring confirmation. I do take your point that at some level there are a bunch of unelected/unconfirmed folks who are steering policy decisions.

Or at least calls for radically downsizing it and putting foreign policy and defense policy back in the hands of State and DoD

There is nothing wrong with Presidents having a close, trusted advisor to synthesize the voices on the cabinet, but when that advisor’s staff is calling the shots then that’s a problem
