He's speaking about cases which relied on substantive due process.
BTW, Obergefell and Lawrence were not based ONLY on substantive due process. Both include an equal protection analysis/outcome. So you could reconsider the aspects of those decisions based on substantive due process, and still uphold them on equal protection grounds.
