"Even if this tariff policy will be applied only to countries that Trump views as political foes, it is remarkable that a person as educated as Trump would see all imports from those countries as ripping off the US. A significant proportion of imports into the US are intermediate goods that reduce the costs of US firms allowing them to make profits in competition with foreign rivals both at home and abroad.

They're keeping people from freaking out over the tax on unrealized gains by limiting it to the uber wealthy. It's going to impact everyone when the some of the uber wealthy are forced to sell in order to pay the tax and they're fools if they don't think it will creep down the income ladder
