Hey Chin ho, details on ROE are classified but just know that some Naval Commanders will error on the side of doing nothing to avoid a court martial

Navy ships in the Red Sea acting as defensive escorts for merchant ships are sitting ducks, they should be on the offensive and send some firepower at these goat herders
