Wrong on USAID. They are an agency created by Exec Order (Kennedy), and their funding is ‘untied money’, which means Congress allocates them their annual budget, but doesn’t authorize where the $$$ goes.

He initially froze much more than just USAID funds. Rescinding the order doesn't mean it wasn't attempted.

I actually don't consider it so much an offer. I think it's a request to resign with a vague promise that, potentially, you could be kept in administrative leave status for up to eight months - but no guarantees.
