If that bullet struck the driver, the ICE agent might have an argument because s/he was likely facing the front of the vehicle when s/he fired. If that bullet went wide of the driver and the driver was struck by bullets that went through the side of the vehicle then it doesn't look good for the ICE agent.

Situations like this are why the courts need to be able to determine the identity of ICE/CBP agents.

When there is an agent standing in front of your car, don’t gun the engine and try to run him over because that is deadly force and the officer has every right to shoot you

Do you wanna take your chances with a split second decision? Normal people would not.

The officer is not guilty as she gave him every reason to believe he was in imminent danger

Threatening ICE by calling up the Minnesota National Guard to fight them…. I called him a China Plant just because it sure seems like he was put in place just to cause trouble like a civil war
