I think you could make the case for Kissinger - his work with China probably averted a crisis down the road, and did more to hasten the end of the cold war (by driving a wedge between the USSR and China) than anything else

I think you could make the case for Ike - for keeping the Cold War on simmer for 8 years, when it was at its most antagonistic (well... not "most"... October 62... but...)

I think you could make a case for HW Bush... but I think that case is lacking, especially given what we now know about the relationship between Iraq and Kuwait that we didn't at the time (notably the Simpsons-esque "slant drilling" that Kuwait was doing to drain Iraqi oilfields) and the motives behind the behavior... that were less than noble)

I watched "American Caeser" the aptly titled documentary on the guy... I'm aware of his time in Japan... and while it wasn't perfect... he was the George Marshall of the Pacific theater... and Japan is a strong ally to this day as a result.

Yep, won't argue except to offer my thought that it was really the will of the Japanese people that made them the strong ally they are today. The people who replaced him in Japan, too, did all the foundation work needed to get thme back on their feet. The situation is anlagous to Bush I abandoning much of Reagan's bullsh*t...because he had to or the nation would descend into economic and political chaos.
