By this I mean who do you believe is the best at listing how a political seat is heading.. I am working on a small project that will require listing within in house and senate seats that are graded as safe, lean or tossup. Since my main target will be people on this board I prefer to use one that most of you would accept as a decent grading.
Two that I have looked at today are CQ Politics and The Rothenberg Political Report. What ever one I use will need to provide updates on all races for free so please don't suggest one that requires you pay to access all info.

You won't like the answer, but the most accurate prognosticator for recent elections has been Rasmussen.
Sabato is top notch, too.

Isn't Rasmussen a pollster? I'm not looking for polling data from a single source. I am looking for projections being made based on multiple polls, aswell as other factors... Sabato has what I am looking for. Does Rasmussen do the same as him? I predicted 49 and 2/3 of the states right in that AGS prediction thread for the 2008 election. Only missed one EV.
I'm not aware of Sabato, Nate Silver, Bill O'Reilly or anyone doing better.

Fordham Study on 2008 Polls Re: Who Best Categorizes Electio
A study out of the Fordham political science department ranked 23 of the 2008 pre-election polls for accuracy. Only two organizations, Rasmussen and Pew, were in perfect agreement with the election results.

Rasmussen also conducts polls on House, Senate and Gubernatorial races around the country. He called the Massachusetts Senate race for brown about a week ahead of everyone else.

Real Clear Politics contains averages of all the polls listed so far. Have sections showing breakdowns for House and Senate seats as well.
