An interesting survey from Rasmussen suggests that "On major issues, 48% of voters say that the average Tea Party member is closer to their views than President Barack Obama. ... 44% hold the opposite view and believe the president’s views are closer to their own. ... Among voters not affiliated with either major political party, 50% say they’re closer to the Tea Party while 38% side with the President."

There are obviously strong themes of fiscal and social conservatism (mainly fiscal) among Tea Partiers, but there are also various strains of libertarianism and populism. Tea Partiers don't hate Obama. They hate dem policies and do not trust his ability to govern. There is plenty of justification - Obama is fvcking up the economy and their lives. But they don't particularly trust the repubs, either. If they did, the massive surge in Tea Party support would translate into Republican registration and support in the polls, but it does not.
That's why I think the overarching theme unifying Tea Party activists and the majority of Americans is that they “...don’t want to be governed from the left, the right, or the center. They want to govern themselves.” This is the theme of Scott Rasmussen's book, "In Search of Self-Governance."
Self-governance is difficult, at best, under the heavy debt and big government policies of repubs, but absolutely impossible under the massive debt and big government policies of the dems.

It sounds to me like he is asking questions on issues and then deciding based on the answers if the respondent is aligned more with the Tea Party or Barack Obama. I'm wondering how he can do that without a clearly defined Tea Party platform or actual Party.

He probably just asked them straight up. That is what Rasmussen does. He is not known for tricky or dishonest questions. Quite the opposite.
