Yep. I've been in two minor fender benders, neither my fault (clearly the other person's), both times in parking lots. I called my insurance company each time, who instructed me to call police, who told me that all collisions on private property are no-fault in Delaware and the insurance companies will decide how it's handled. BTW- as trafiic offenses are not criminal (and therefore statutory)... states do not have jurisdiction on private property, and therefore traffic violations on private property are truly "no-fault." In other words, the police will not investigate.
The exception is when the offense rises above the statutory level to the criminal, i.e: reckless driving, vehicular homicide, etc. You can be as drunk as a skunk in your car in your driveway and it isn't DUI, for instance.
