Again, it would not make a difference...the elite would control the government...as they do everywhere else in every form of government. Physically, the government would be different because of the numbers (think of the "Senate" from Star Wars that was several stories tall ), but the wealthy would still own the players...and the voters. The "individual" representatives would get lost in a sea of competing interests...they'd compromise, and money would win out because people...even in groups, are selfish.
You also ignore the fact that most people are not involved in local government. We're lucky to get more than 15 participants in the monthly meetings in our city...and this city, with UD's presence, has a lot of educated people...people who one would think would be the most likely to participate in their local government. People would rather watch TV than attend a Newark City Council meeting. It makes news if 200 people show up for an "important vote"...out of a city of 30,000!
The fact is, most people are stupid...they can be manipulated easily. 400 representatives or 4,000, the wealthy and special interests would still rule the day. Always have...always will.
