Schools can't investigate the legality of every child. The legality of the children is incredibly difficult to determine by the courts... much less a school. How do you suggest they do this?
And, for emergency health care... does a person need to prove their legality to receive treatment for emergency conditions?
It sucks... but, I don't see a viable alternative.
