(CNN) -- The arrest of a suspect in the Grim Sleeper serial killings ends a quarter-century of "terror" for Los Angeles, the city's mayor said Thursday.
Lonnie David Franklin Jr., 57, is scheduled to be arraigned Thursday afternoon on a raft of murder and attempted murder charges. Investigators blame the former garbageman, who will be arraigned Thursday, with at least 11 deaths in south Los Angeles that began in 1985.
"For the next 25 years, one man preyed on the innocent and stole the lives of women living in some of our toughest neighborhoods," Mayor Antonio Villaraigosa told reporters Thursday.
"Today, I'm proud to announce that this terror has finally come to an end," he added.
"Because of their hard work I stand before you to announce the arrest of a suspect who has terrorized our communities for far too long," Villaraigosa said. "Today, I'm proud to announce that this terror has finally come to an end."...
Almost 30 years ago, when Wayne Williams went on trial in two deaths that became known as the Atlanta child murders, DNA testing was not yet a staple of courtroom science.
Now it is. And new results have implicated Williams in the death of at least one 11-year-old victim.
They don't say with 100% certainty it was Williams, but it was a black guy.
That the vast majority of serial killers are white is an absolute fact. That whole statistic is the centerpiece of the FBI's profile.

Was Williams guilty or not? I can't tell from your response. Getting a POS child killer (even if it was only 2) off the streets is the right thing. Maybe he did the rest, maybe not - but they stopped when he got busted.

I would say that gang members who kill people in a drive by, gang war, etc... would be serial killers as well. It may not get the same press coverage as a traditional serial killer, but that doesn't change that fact that many gang members kill more people in their lives and a serial killer does.
Again, with gangs being involved the issue of the rate of black men getting killed in homicide also keeps the "serial killer" numbers within that community. If a black person were to kill a couple people from a rival gang, or something like that, his life span just went WAY down as there will be entire gangs going after him.
