NCAA committee pitches rules to speed up games

The NCAA Baseball Rules Committee has unanimously approved two new rules intended to speed up the game. The eight-member committee, which met this week in Indianapolis, set a 20-second limit between pitches when no runners are on base and a 90-second limit between innings during non-televised games
Halpin said the clock starts on a pitcher once the catcher has thrown the ball back to him. He must start his next delivery — whether in the full windup or stretch — in 20 seconds
Also, home-run celebrations will be curtailed. The rules committee said players cannot greet the home-run hitter at home plate and instead can go no farther than the warning track area outside the dugout, or about 15 feet.
Personally, I think some of this is unreasonable. IMHO Baseball doesn't take that long unless there are 20 or so runs scored. The umpires need stop watches now?

20 seconds is more than enough time to get a pitch off.

I agree 100%

Ump's won't need stop watches for this I woudln't think.

I would also like to see rules committees put an end to taking 5-10 seconds worth of signs between every pitch by batters

umps should just signal play ready (i.e. allowing pitchers to make a legal pitch) after a reasonable amount of time, whether the batters are ready or not.

Football and basketball has a playclock, why not baseball?
(even volleyball has a limit on how long a server has to serve once the ref has signalled play ready)

are you really trying to pass yourself off as a 31-yr-old female from UNI?

The problem with signaling the play ready, without an actual rule to back you up, is that each ump/coach/player has a different opinion of what a "reasonable time" is. With a rule in place this solves that issue for both sides.

Also, the new screen name is something I have needed for a long time. If you really wish to know I will let you know in a PM. Long story short no, I'm not trying to be a 31 year old female. 31f was my department code while at UNI.
