dback removed my last vote because it was "against the rules". I cited the rules and it doesn't say that I HAVE to vote BOTH - and +. It just says that I CAN.

You are right, there is nothing in the rules that states you have to vote both + and -.

You then add your point to the teams score and take away a point from the team you want to take a point away from. You put a + for the team you want to stay and a - for the team you want to be booted.
