If that's TRULY the case, then instead of being an enabler and allowing people to use these programs indefinitely, lets truly give them a leg up, require they get an education....that they provide some civil service for the money and that there be a fucking TIME LIMIT on the myriad social programs that have been developed to lift people out of poverty but instead only encourage them to stay IN poverty because it's free money.

It has absolutely NOTHING to do with "rationalizing failure" and WAY more to do with applying LOGIC. We've dumped $500 billion dollars into a "war on poverty" and gained NOTHING. The definition of insanity is doing the same thing over and over and expecting a different result.
