It's a two sided coin. Just look at this past century. It is a stone cold fact that every time marginal tax rates decreased, tax revenue to the treasury increased. The other side of the coin is poor monetary policy and the problem that occurs when tax receipts increase...so does spending. It doesn't matter who is in power. Spending is an addiction both parties seem to have, and an addiction that neither party has wanted to kick in the past.
Buy typically there is a lag. When tax rates are lowered, revenues tend to decline in the first couple of years after the tax decreases before rising again. Conversely, tax increases tend to lead to revenue increases a couple of years after the tax increases before seeing a decline. Of course, there are other economic factors that can obscure the real impact of tax rate changes. You have to look at tax policy in terms of decades, not just a few years at a time.
Much of this is true. There are many factors that effect both the timing and the results, so it's impossible to show a direct correlation, we can only speculate. For example, when we cut taxes in 20's, 80's, and 2000's we experienced a bubble followed by a deep recession. The theory being that when the top marginal rate is high, business owners tend to reinvest in their companies rather than give it to the government. When taxes are low, they tend to speculate.

But as I said, there are many factors.

The bubbles of the 20's and 2000's were created by loose monetary policy. There was no bubble in the 80's. During the 80's there was strong economic growth with declining inflation and interest rates. The recession of the early 90s was caused by tax increases coinciding with the normal and expected end of strong growth cycle. The early 90s recession didn't have to occur, but thanks to tax increases, it did.

We've had Time magazine & main stream media comparing Obama to Reagan this week and now Obama himself calls himself the Gipper.

I thought socialists hated Reagan...

Why would socialists hate somebody who increased the size of government spending and debt to record levels? :?

According to sources, millions of younger Republicans have spent most of their lives viewing Reagan as a stalwart of conservative principles, and were "horrified" to learn that the former President sold weapons to Iran illegally, granted amnesty to 2.9 million illegal immigrants, costarred in a movie with a chimpanzee, funneled aid to Islamic militants in Afghanistan, and suffered from severe mental problems.
