I wouldnt pull my gun, I would get me and my family to my vehicle ASAP and leave. The only time you ever pull your weapon is to pull the trigger. You dont pull it for show and intimidation. But you would know that if you ever completed a CWP class.

I guess that wouldn't help Montanans going to other states because they wouldn't have a permit so they couldn't carry anywhere else.
If someone from Vermont plans to travel, the local law enforcement will issue you a permit-like form that will allow you to carry in any state with reciprocity with Vermont...
The law in the opening post would still require Vermont to give those forms to its citizens if they travel...
