Not even close in comparison unless Somalia is now a satellite of China. The Somali government (what's left of it) is either complicit is allowing the piracy to occur from their mainland or powerless to stop it. The rest of the world's trade shouldn't have to suffer for their lack of governmental control. I'm not saying to invade & occupy a country, but merely removing any means by which to carry out future piracy (blow thier suspected hideouts and motherships into the next millenia). If you want to reverse the scenario, you would have to have pirate havens on the coast of California, with the coast of California completely uncontrolled by the CA & US Govts, with pirates operating off the coast of CA with impunity, month after month, year after year, for a # of years, attacking ships (and yachts) or numerous nations (not just the Chinese) and killing folks of numerous nations, with the CA & US govts unable or unwilling to do anything about it. If that was the case, then yes, a nation who's vessels were attacked and citizens murdered by these California pirates operating unchecked out of CA would be justified in bombing the pirate havens operating in uncontrolled CA and their mother ships.

Allowing pirates to operate out of your country and repeatedly attack ships of another nation(s) and murder their civilians is also an act of war.
