I'm fine with recalls as long as they are so difficult to acheive that it would take a truly heinous performance by a legislator to prompt one. If you need 80% of the electorate to sign a petition (for example sake, not a suggestion) to recall then that would be something. Make the hurdle high.

that's what impeachment is for. if 80% of an electorate is that upset about something someone has done... odds are it was impeachable...

True, Hooper probably has an even better argument than Rahm. I know that in Illinois it's not unusual for legislators to have an apartment in Springfield and I would guess the same holds true in Wisconsin and most other states so that part is perfectly explainable. The big question is how long have they been separated? If it hasn't been long he could easily argue that he hasn't found a suitable residence in the district yet. His name is on the title so just because his wife kicked him out doesn't mean he doesn't have a tie to the district.

And as for Rahm's residency, I followed the process and it was pretty clear that he met the requirements. It might have looked shady from the outside but I don't think it was. And there were insiders working both for and against Rahm so it wasn't an example of the ruling class screwing the people, the people wanted Rahm on the ballot.
