Minnesota/Purdue ahead of Illinois?

Yup. IMO. You're biased, I'm not.

Minnesota hasn't won the Big 10 in 40 years. Illinois has multiple titles, including this decade. Purdue at same level as Illinois, yes.

Minnesota is the bottom of the Big 10, football wise. Even Northwestern is ahead of them.

If you expand to boys hoops, I think you have a three-headed monster at the top with MI/OSU/IN.

Indiana is about as relevant to the B10 right now in college basketball as Sacramento State is in the Big Sky.

Purdue hasn't been to a Final Four since 1980.

At best, Purdue belongs on Ill/Mich line, but likely below it.

But that still doesn't make a game at Illinois a BIG 10 game.

It would be like going to a Vandy game and saying you've been to an SEC game.

Illinois isn't a powerhouse, but they are in the top 1/2 of the Big Ten more often than not. They are also 4th all time in championships with 15 behind Michigan, OSU, and Minnesota. It also seems like a great place to see a game.
