If he wants to fly the flag, then check out of the hospital, go home and fly it to your heart's content on your property. However, he's on property he doesn't own and has to follow the rules established for that property. The display of flags has long been determined to be political speech. The VA might actually be violating his 1st Amendment rights.

If that's the case, then the VA should kick him out of the hospital. While they may not be able limit his freedom of expression, they're under no obligation to provide him a forum for that expression. Actually, the VA might very well be obligated to provide him with medical care.
