Obama overturns Reagan Abortion Policy

President Obama signed an executive order today reversing the ban that prohibits funding to international family planning groups that provide abortions, as first reported by ABC News.

Under the hotly debated "Mexico City Policy," the U.S. government could not provide funding for family planning services to clinics or groups that offered abortion-related services overseas, even if funding for those activities came from non-government sources. It essentially barred recipients of U.S. foreign aid from promoting abortion as a method of family planning.

If organizations received government funding, they would "agree as a condition of their receipt of federal funds that such organizations would neither perform nor actively promote abortion as a method of family planning in other nations."

The policy, dubbed the "Global Gag Rule" by abortion rights groups, was introduced by the administration of Ronald Reagan in 1984 in Mexico City, and was instituted that year. It was then overturned by President Bill Clinton in 1993 and restored by George W. Bush at the beginning of his office in 2001.

And since we're facing economic issues here...why is he increasing spending on a UN-run program...

I'll admit I need to brush up on what exactly these fund actually pay for, but it's important to keep in mind that abortion is but one aspect of family planning, and a minor one at that, in terms of the range of services. The bulk of their activities involve services and info related to birth control, pre natal and sexual healthcare, STD info and treatment and yes, adoption alternatives.

I also take issue with using the term "promoting abortions." Makes it sound like advertising - "Best Buy Gift Certificate with every abortion! Join our Abortion Club - 10th free after 9 abortiong!!" These clinics that receive this type of funding are not profit centers. Abortion, with the exception of wealthy white women and girls, is primarily a last resort. That they offer it, or info about it as an option, does not mean they're promoting it.

As to WHY Maobama is increasing spending on a UN-run program? Because he is a socialist with socialist ideals. You provide, provide and provide to the citizens to develop their loyalty to the government i.e.Robin Hood. Once you have their loyalty, they are yours. Socialists know this but to date, it has never lasted long term. Chavez will not last forever and once Americans see the same hand writing on the wall, it will not last here. Nobody will listen, but Obama is about as ept to run this country as my dog is.

Nothing more than a smooth talker with the gift for gab and a boatload of "promises" of which many will never see the light of day.

The main consequence of the now lifted rule was that the only funding that the US provided was to ineffective abstinence only programs, run by radical Christian groups.

This does not change the amount of funding given, just allows a greater diversity of groups to get it.


But I haven't heard T-man or C man bitching about the funding given to THOSE groups.

Deb Madison-Levi of Iowa Initiative, a five-year privately funded program focused on reducing unplanned pregnancies in Iowa, said more than half of the unintended pregnancies involve women aged 18 to 30. "That's a huge number," she said.

Teresa Downing-Matibag, an Iowa State University assistant professor of sociology who teaches a course on intimate relationships, said Iowa's out-of-wedlock figures mirror national trends. They reflect a society in which people delay marriage until their mid-20s, co-habitate, or hook up for casual sexual encounters with inadequate knowledge of how to guard against unintended pregnancies or sexually transmitted infections, she said.

"The research is showing young people are somewhat ambivalent about out-of-wedlock births," she added.

"We also see less social stigma than we used to related to out-of-wedlock child bearing," she said. Yet, it carries implications both for single parents and children who face disadvantages associated with career path interruptions and financial challenges.

Downing-Matibag said many young people are caught in limbo — being bombarded by media and Internet Web sites that "promote very promiscous sexual behavior that is hyper-sexualizing women" but lacking a sense of values to guide sexual behavior and intimate relationships.

She noted Iowa ranks 43rd nationally in family planning funding and 48th in access to contraceptives, and she research on approaches such as abstinence only and virginity pledges hasn't produced particularly positive results.

Madison-Levi, whose initiative was launched in January 2008, said every dollar invested in family planning saves $4 in public funding. "It's kind of a big, complex issue," she said. "We think if communities come together and work together we can improve this whole situation and bring down those numbers in Iowa."
