Pot the solution to CA budget woes?
Tom Ammiano wants to effectively legalize-- and tax -- California's trade in cannabis.
AB 390 "would remove all penalties in California law on cultivation, transportation, sale, purchase, possession, or use of marijuana, natural THC, or paraphernalia for persons over the age of 21," Ammiano's press secretary Quintin Mecke told the San Francisco Weekly.
Ammiano, a rookie state legislator and former San Francisco supervisor, may have a unique opportunity to win support for the bill in the wake of the state's budget debacle.
"California has the opportunity to be the first state in the nation to enact a smart, responsible public policy for the control and regulation of marijuana," he said.
Mecke suggested taxes on the trade could amount to $1 billion according to advocates

I am not a big fan of telling people what they can or can't do. But, telling me that I have to breath in marijuana smoke, is where things get to be the issue for me. So my question on this would be how public would smoking marijuana be? We should have a lot of freedoms, but where is my choice of clean air. I remember fellow cadets sneaking this into the barracks and smelling it from outside the rooms.
Also, how do they address the national issue of government employees, who have to take drug tests, dealing with the second hand smoke issue.

I figured as much, but the federal employees will come across problems with this. That's a good question, but my guess is that you'd have to be in an area where there is a very heavy concentration of smoke to show up on a drug test. Kind of like the fear of eating poppy seed bagels and testing for opium. Could it happen? Probably. Is it likely? But the new tests have been adjusted and someone would need to eat a dozen or more bagels RIGHT BEFORE A TEST to pop a positive now...
Drug tests can be adjusted to take into account second-hand "minor" exposure...
It is something I think about, since I still have an active security clearence for my job and am subject to random drug tests...

I don't have much of a problem with this. The best thing that could come from it (and it should be legal now) is industrial hemp. It can't be smoked, and it can be made into anything. Including paper. Enviros in Congress, if they really care about the planet, would push for industrial hemp legalization.
