WASHINGTON -- California's Mojave Desert may seem ideally suited for solar energy production, but concern over what several proposed projects might do to the aesthetics of the region and its tortoise population is setting up a potential clash between conservationists and companies seeking to develop renewable energy.

Nineteen companies have submitted applications to build solar or wind facilities on a parcel of 500,000 desert acres, but Sen. Dianne Feinstein said Friday such development would violate the spirit of what conservationists had intended when they donated much of the land to the public.

Feinstein said Friday she intends to push legislation that would turn the land into a national monument, which would allow for existing uses to continue while preventing future development.

The Wildlands Conservancy orchestrated the government's purchase of the land between 1999-2004. It negotiated a discount sale from the real estate arm of the former Santa Fe and Southern Pacific Railroad and then contributed $40 million to help pay for the purchase. David Myers, the conservancy's executive director, said the solar projects would do great harm to the region's desert tortoise population.

Feinstein said the lands in question were donated or purchased with the intent that they would be protected forever. But the Bureau of Land Management considers the land now open to all types of development, except mining. That policy led the state to consider large swaths of the land for future renewable energy production.

"This is unacceptable," Feinstein said in a letter to Interior Secretary Ken Salazar. "I urge you to direct the BLM to suspend any further consideration of leases to develop former railroad lands for renewable energy or for any other purpose."

In a speech last year, Republican Gov. Arnold Schwarzenegger complained about environmental concerns slowing down the approval of solar plants in California.

"If we cannot put solar power plants in the Mojave desert, I don't know where the hell we can put it," Schwarzenegger said at Yale University.

the conservationists want to "preserve the desert"... here's the thing... I was out there in Nov. and drove from LA to PHX to Vegas... how many thousands of square miles of nothing do we need? I recognize the beauty of the Mojave... and the need to preserve it... but that's what Joshua Tree is for...

I get that... but quite frankly, improving our economy and expanding sustainable power win the debate.

moreover, it's about thinking beyond narrow interests of preserving a patch of desert, and reducing our dependence on coal and oil power.

i'll make a deal with them... since it has a MUCH smaller footprint... let them build two new nuclear reactors in the mojave instead.

For some reason I find it hard to believe the desert is a tough place to preserve. Whenever a few hundred solar panels take away from the allure that is sand, heat, and cacti, let me know. I love how most of these people could care less about preserving the constitution, but god for fucking bid we don't preserve 25000 sq mi of sand. 25000 sq miles!!!! That is 3 times the size of new jersey and I know for sure we aren't preserving that.

If your "progressive" party types are correct, and we don't find sustainable, renewable energies, there will be a runaway greenhouse effect turning all land into desert. Oh, how beautiful. Then we'll have enough desert to go around for everyone to protect--oh, there won't be people. I remember studying this proposition back in college when I was still considering being an environmental engineer/scientist... fucking morons... Between 2003-2006 all I heard was about how these poor people were going to have their view of the ocean ruined. Oh boo hoo :cry: They are/were thinking about doing this off the outer banks in NC too, of course... it was met the same way as these people on the cape.

Who buys land in the desert, donates it to the government, with the stipulation that the government acts as the defacto trustee, and carries the weight to inspire a Congressional Senator to make a jackass of herself, seeking National Monument protection for the land to prevent a sustainable energy project which would benefit all under public policy, but for an "intent of action" designed to inhibit ALL PROGRESS?

Why would anyone wish to inhibit ALL PROGRESS within the U.S., unless they had anti-U.S. or anti-humanity designs? Were their intentions to seek a debilitation to societal quality of life?

Or, maybe they're just fv(knut mentally ill, whose social role is better served railing against Republicans, from a street corner, behind a grocery cart, wearing a foil lined hat.

This was not a debate or discussion. Feinstein wrote a letter asking for the land to be considered for designation as a National Monument to block the solar construction for which many companies had already invested big money to obtain permits. This was another liberal political cockblock-obstructionism action...period.

This was not a debate or discussion. Feinstein wrote a letter asking for the land to be considered for designation as a National Monument to block the solar construction for which many companies had already invested big money to obtain permits. This was another liberal political cockblock-obstructionism action...period.

Did you celebrate on Dec. 31, exactly 32 years after Richard Nixon signed the Clean Air Act into law, the Bush administration announced significant rollbacks to the Basic standards put in place by the act...

and Gosh now that some crazy liberal "dipshit" is the new president... all the envirowhacko's will be on the loose like Pee-wee's playhouse - It's time to foam at the mouth and get angry... it's death-race 2009 to ruin this country - AAaahhh..!!!

The last minute rollbacks were a political payback for the last minute regulatory mess Clinton left as a welcoming gift to Bush in 2001...

Here's one of them...and arguably one of the most controversial...
in the final days of President Clinton’s administration, the EPA posted a final rule in the Federal Register on January 22, 2001, lowering the standard from 50 to 10 ppb. (Ten ppb is the accepted standard adopted by both the World Health Organization and the European Union.) However, on March 22, 2001, the EPA, under the new leadership of the Bush administration, withdrew the rule, citing the need for additional research on cost and health effects. Although the EPA under the Bush administration has refused to implement the final rule of 10 ppb, it has publicly recognized the need to lower the standard somewhere to a level between 3 and 20 ppb. The EPA now is accepting comment on these levels. A final rule is anticipated on February 22, 2002.
...the problem with implementation of the new standards were the costs to local communities throughout the U.S....
The EPA estimates that approximately 13 million people in the United States routinely drink water with more than 10 ppb of arsenic. The proposed MCL would require that all drinking water and industry wastewater be treated to this limit by the year 2006, which has been estimated to cost consumers somewhere between $5 to $20 per month in areas affected. Small water systems–those serving fewer than 1,000 people–will feel a greater financial impact from the new arsenic rule. The EPA estimates approximately 2,526 of 2,912, or 86 percent, of small community water (groundwater) systems serving fewer than 3,300 people will be impacted at a 10 ppb MCL.
...although Bush's EPA rescinded the (and it was an) Executive Order a couple of months later...Clinton's action tilted table towards lowering the standards...which has prompted some states to act pre-emptively so as to avoid having to operate within EPA timelines...and by 2006, every municipality and private water supplier in the U.S. had begun retrofitting existing treatment facilities, building new, or developing a point of use plan to meet the WHO guidelines.
But, here's my point, Hippie...

The regulation lowering arsenic to the 10ppm level was first presented to the EPA in 1996...and Clinton sat on it until his last day in office, then ordered the EPA to make the change.

Pay-back's a bitch, huh?
