My personal selection would be Chief of Naval Operations Admiral Roughead...who I'd wager understands the mission and long term strategic plans, and is high enough to understand budgeting and how to navigate the political maze.
Having someone of his caliber having to answer to a political hack/bozo like Mabus is an insult.

The Secretaries of the Army and Air Force are both Republicans with... 3 years of service in the military COMBINED.
Well, out of 77 Secretaries of the Navy... 0 have been Admirals. There have only been a couple of former officers... and they had all been at least 10-15 years out of the service before becoming Secretary...........
