When it comes to things like drug arrests, the police don't come to white neighborhoods, when studies have shown white people are more likely to use drugs. New York's stop and frisk law is another instance of racism as people of color are stopped 8 times more likely than white people. As for racism and discrimination in employment, white felons are twice as likely to get a callback for a job than white non-felons, so there is that stat among others. the problems with the black community aren't exclusively the white man putting them down, but a lot of their problems are directly and indirectly contributed to stuff such as racism.
That's why affirmative action is a necessity to combat those tendencies.

Poverty can accelerate the problems listed. Poverty is a problem of the black community which can be attributed to lack of capital, lack of employment, and other things that the community isn't directly responsible for.
