You can't simply make improvements to the immigration system and think THAT will solve the problem with ILLEGAL immigration. These are two entirely different things. One (prevention of illegal immigration) is entirely security related and the other (a clear, streamlined path for access to US soil) is a fix to a bureaucratic mess.

During Obama's 1st term his admin were counting immigrants caught on the border and immediately (within 24 hrs) returned, called "voluntary returns" as deportations when past administrations hadn't counted the voluntary returns as deportations. It made the stats look like Obama was deportating at a record pace when in fact deportations were way down, and Obama falesely got nicknamed "deporter in chief"
I'm going to go KYJelly on you with some charts. This one goes through FY 13. The red is the voluntary returns that weren't counted under prior admin. The orange is the interior removals- the actual "deportations"
