While they can collect the information like the domain name and when you’re visiting, they can't the individual pages you visit or what information you’re sending(packets).
It's not perfect but if this is going to be law, setting up a VPN is a "solution."
Plenty of businesses need VPNs. But, I have no doubt that there will be efforts to make them illegal for ordinary citizens.
