CBO isn't saying 23 who million people who have coverage NOW will lose it. They are assuming that millions of people who don’t have coverage now will have gained coverage under Obamacare by 2026, as if Obamacare won't continue to collapse. And remember, this is the same CBO who said in 2010 that by 2016 the exchanges would have 21 million enrollees.
