AFAIK Cleetus, the monument in Arkansas was privately funded, so your argument really loses a lot of steam there alone. So again, I'm not seeing how this establishes a religion on behalf of the state. But beyond that, local governments spend a LOT of money on things that many people find annoying, offensive, wasteful, etc... My county hosted a rally after the national election to protest the election of Trump. That was on the County dime...
