Police departments around the country spend scads of money trying to find that magic bullet. My department relied on the MMPI for years. It's all wasted money.

There are different levels of certainty. But that doesn't mean that the inability to conduct controlled experiments rules out offering predictability that's obviously better than random chance. Meteorology is an example. We rely on weather forecasts all the time. They are imperfect. Many times we come away thinking they are "wrong." Controlled experiments are not possible. But they clearly have value.

Like for instance I make decisions about fishing trips based on predictions about when fronts are going to come through and when winds are going to shift to the North. And it clearly works a lot better than just ignoring the weather forecasts and showing up.

Besides, there is some controlled experimentation in psychology. Here is one discussion of that:

I think there is actually more opportunity for controlled experimentation in psychology than there is in meteorology or climate science.
