The Board’s chief financial officer, Matthew Brown, brought up how he received an email from a Treasury Department official saying that the federal government would not be paying all of their quarterly water bill, which comes out to $16.5 million. The email apparently said that the government would not be paying $5 million of that.

In response to this, Water Board Chairman Tommy Wells noted, “That brings up an interesting question,” before asking, “Is there a time from nonpayment when we cut someone’s water off?”

Another board member replied, “1600 Pennsylvania Avenue, is that what you’re talking about?”

The conversation appeared to be a joke, but it led to a serious discussion of the issue. Can D.C. officials shut off the White House’s water if they don’t pay up?

The answer, apparently, is yes.

Not all walls are borders in the sense we're using the word.
Sometimes it's a road, like the photo below, the Canadians built their road higher to keep the water from going back into Canada. The water eventually goes back into Canada, and floods other towns. I've been in all those buildings on both sides of the border.

Look at the polling data, and you can see why Trump (or his advisers) thought a high-profile move like a national address was needed. We’re currently on Day 19 of the shutdown, but Trump’s efforts to pin the blame on Democrats aren’t working,
That article was written too soon after his address to the nation to see an effect of that address if there was any. It'll be interesting to see what happens with measurements of public opinion over the next week or so.

An article on another instance in which Trump is now trying to say he never said something he did say:

The president, whose central campaign promise was that Mexico would pay for a wall stretching across the roughly 2,000-mile border, added: "When I said Mexico would pay for the wall in front of thousands and thousands of people ... obviously I never meant Mexico would write a check."

But on the campaign trail, Trump appeared to make that argument. A March 2016 memo to Washington Post reporters explained multiple ways to "compel Mexico" to "make a one-time payment of $5-10 billion" to keep the U.S. from cutting off the spigot of money it already sends to Mexico annually.

No, but I did just stop automatic contributions to both of my sons college funds ten minutes ago and I'm going to the unemployment office tomorrow to start the paperwork for an unemployment insurance claim. I'm good on my rainy-day fund until about April 1. I was expecting this shutdown to be over by tomorrow, but it appears Trump is content to withhold the livelihood of my family and 850,000 other families until he gets his way.

But I'm glad you're not impacted at all. That's all that matters.

No, the world has not and will not end because of it. Right now the negative consequences have already become evident to a large number of people. And for as long as it continues, as it continues, the negative consequences will become evident to more people. If it continues for long enough the negative consequences will become evident to just about everybody. Actually we can leave the "just about" out. It'll be "everybody."
