The 1.6 billion in barrier funding offered in the Senate package was earlier in 2018 (like the CNN link you used stated) (believe it was June) which was no longer on the table in DECEMBER. DECEMBER donk offer: 1.6 billion increase to DOHS funding towards border security/ZERO $$ for fencing/wall.
Now: 3+ billion increase funding towards border security (to a total of about $23 billion): $1.7 billion non fencing/wall + $1.375 billion fencing/wall.
I didn't say it was a win. But its $1.375 billion more in fencing/wall for FY 2019 than was offered by the donks in Dec.
