If “earnings” means interest and dividends on investments you hold before entering office, that’s too broad. Just modify it to mean confiscation of extra income earned from new sources while in office — speaking fees, new investments made on the basis of inside info, etc.
Also: no more special benefits not shared with the American people: health care, lifetime pensions for limited service, exempting Congress from legislation that imposes burdens on everyone else.
