Actually they are not allowing the water consumption to save the smelt population, so in this case yes. It is the fish. Normally I would not comment, but it was so odd that I had to make a comment about the smelts and hording water.

So the fish are hoarding the water? Not the corporate farms and over-development of residential tracts in a semi-arid climate with no history of supporting large swaths of human population (you know, because there is no readily available and consistent supply of water...well, except the groundwater which has been consistently over-pumped....)?
