So the fish are hoarding the water? Not the corporate farms and over-development of residential tracts in a semi-arid climate with no history of supporting large swaths of human population (you know, because there is no readily available and consistent supply of water...well, except the groundwater which has been consistently over-pumped....)? Well when 2/3rds of all our produce comes from the area it is very important that it gets the water because that is more than a majority of our produce. The central valley was also picked because of its good land and soil and climate to produce all the different products that are harvested there.
