I've traveled most of the Pacific Coast of Mexico (Los Mochis to Puerto Escondido... admittedly not the Baja) and have not run into this at all in Mexico. TJ is a shithole of immense proportions. It is not a reflection (I hope) of mainland Mexico. It is a completely different situation from the rest of Baja-Cali, which is pretty sparsely populated and, aside from some really shitty roads, pretty pleasant. I've been as far south as Ensenada by car and the whole trip is beautiful as soon as you get past TJ. I've also been to Cabo San Lucas by Aeromexico. No floating turds there. It's quite nice.

Well, truth be told, government really has no idea how to stop it from leaking - what they do know how to do it to put pressure on the company involved to solve the problem.
