Contact representatives from all the special interests with leftist causes he supports, and ask them to "sign off" on an omnibus proposal. In this case, I'd wager a permanent ban, or minimally, a 10-15 year permitting process, would be included. In the end, the only "benefit" from his response would be in the form of increased political contributions for the next couple of years from both sides fighting to reverse/preserve the policy (Don't forget poli rule #1...Never waste a good crisis.).
BTW...by the time the govt. "organized" a response, BP will have this well capped, paid a few billion, and have reallocated their development R&D to another country for a couple of years. Oil is global; Obama is a pimple on Big Oil's ass; pimples go away.
